Electronic Reverse Auction Bidding is a growing procedure for construction procurement, using the Internet for the reverse auction of contractor bids.http://www.agcmn.org/PDFs/HotTopics/Electronic_Reverse_Auction_Bidding.pdf. The growing use of e commerce in many facets of our economy has contributed to some owners promoting this procedure as a means to achieving the lowest bid possible for a particular scope of work, or for an entire project. The reverse auction process is more than electronic bidding and should not be confused with the electronic submission of bids. The intent of reverse electronic auctions is to hold live, on-line bidding auctions, which lead to the successful bidder submitting the lowest price to the owner or owner's representative at the conclusion of the auction. Contractors who have experienced this procurement method report different outcomes, but based on their experience most believe that the reverse auction method of procurement contains many substantial risks and pitfalls for the contractors and owners and is a significant departure from the principles of established, recommended practices. AGC of Minnesota, in concert with Minnesota architects, engineers, subcontractor groups and legal counsel, is participating in the development of a position paper regarding electronic, reverse auction bidding. The Construction Industry Cooperative Committee of Minnesota (CICC) will most likely include this paper into their book of recommended practices, The Blue Book. The Canadian Construction Association published an owner's guide to reverse auctions (December 2001), which enumerates a number of reasons why the Canadian industry objects to this process. Herein we implement the auction in the lab, and observe that inexperienced people can bid systematically in this more complex environment, albeit yielding a flatter bid function than the truthful one. Over the past two decades, Vickrey’s (1961) second-price auction has been widely used in the lab to elicit values for private value goods like neoteric food products.1 The auction is demand revealing and efficient in theory, is relatively simple to explain to people (for example, highest bidder wins, pays second-highest bid), and each person’s bid depends only on his or her own value for the good rather than on every bidder’s value, as in first-price auctions.2 But if bidders have affiliated values over a good—that is, if the value to one bidder depends in part on information available only to some other bidders—then the auction is neither demand revealing nor efficient (Milgrom and Weber, 1982; McAfee and McMillan, 1987). Affiliated value auctions occur, for example, in the sale of oil drilling rights, in which each firm has its own information and the winner’s ultimate costs could best be estimated if all information were pooled (Porter, 1995). Dasgupta and Maskin (2000) address the problem posed by affiliated values by constructing a clever generalization of the Vickrey auction. In their efficient auction, each bidder expresses his or her bid as a function of what other bidders say (unverifiably) about their private information. Today’s auctions are not for the faint of heart. Reverse auctions are being used for procurements, in addition to the more common forward auctions. The simultaneous multiple round or simultaneous ascending auction format first introduced for multi-billion dollar spectrum auctions is now being applied to a wide range of sectors. Regulatory agencies are increasingly replacing very complex auctions with simple, but still complex, auctions. NERA’s auction team includes game theorists with unmatched auction design and bidding strategy expertise.
