An auctioneer wishes to allocate one or more units of each of K heterogeneous commodities to n bidders. The auctioneer announces a vector of current prices, bidders report back quantities demanded at these prices, and the auctioneer adjusts the prices. The auction is also more transparent and potentially simpler for bidders to understand, and has the advantage of assuring the privacy of the upper portions of bidders’ demands. Theoretically, the new auction provides a new foundation for convergence to Walrasian equilibrium in an exchange economy. It is also potentially useful for auctioning multiple types of communications spectrum—for example, licenses for paired and unpaired spectrum. Moreover, in some environments where bidders have interdependent values for the objects, this dynamic auction continues to yield efficient outcomes and thus outperforms even the Vickrey auction. In the United Kingdom gas industry, auctions have recently been conducted for capacity at several entry points into the gas pipeline system. The current paper proposes to extend my auction design for homogeneous goods to the case of K heterogeneous commodities. However, the extension of an efficient dynamic auction to K ≥ 2 commodities poses at least two significant obstacles. Collusion does not generally result in a fair auction where the winning bids are commensurate with the value of auctioned item. Before discussing the extent to which spectrum auctions have met the criteria which were used to justify their adoption, it is useful to briefly review how FCC spectrum auctions are conducted and what has been auctioned. The outcomes of FCC spectrum auctions show a high degree of skew toward acquisition of 50% or more of auction items by a relatively small number of bidders. This finding is supported by analysis of the mean number of auction items obtained by the top five bidders in comparison to the mean number of auction items obtained by the remaining bidders. This suggests that while the breadth of distribution of licenses in roughly 24% of auctions reduces the danger of market concentration, in nearly 76% of FCC spectrum auctions moderate to high concentration still occurs. This suggests strongly that outcome competition is not characteristic of FCC spectrum auctions and these auctions fail to enhance competition general in the telecommunications industry. This suggests that the factors cited in the analysis above militate to advantage a number of firms across multiple auctions as well as in individual auctions. This situation also obtains in FCC spectrum auctions – some bidders come to the auction with hugely more resources to deploy strategically in pursuing acquisition of blocks of licenses than do others.

After each respective closeout, all bidding information will be computed for close-out. All winning information is then tallied the winners names will be posted on a computer so that guests will know who won the items. All guests should check the computer to see if they won and then proceed to our auction close-out area to pay for all items. All items can be picked up at the auction area.
