We examine factors related to disenrollment in a Medicaid Managed Care program where beneficiaries face a menu of plans and can change plans every month.
Because language has been identified as a key component of cultural competence, we use data from the CalOPTIMA provider directory on the languages spoken by affiliated physicians and their staff to identify one plan that includes a large number of physicians who are fluent in Vietnamese (the "Vietamese plan" for brevity) and two plans with a large percentage of physicians who speak Spanish (the "Spanish plans").
