  In Feb 1997, Compaq formally announced it's intention to set up a support centre in Dublin which would bring together it's 15 call centres, located all over Europe, into one centralised technical support operation. Initial projections were to employ 340 people by the end of 1997. This number subsequently grew to over 400 as the project progressed. The Manpower Ireland Group was retained on an exclusive basis to project manage all of the recruitment for the Call Centre. The Tax Court in Compaq strongly tipped its hand regarding its visceral dislike of the deals, perhaps without sufficiently ex-plaining how its decision fit into the broader landscape of antiabuse doctrine. Armed with this view of foreign taxes, the transaction appears profitable because Compaq is treated as receiving and making a profit on the foreign taxes withheld from the dividend. The taxpayer actually took an eco-nomic position in a deal that was not pre-wired or transitory like the supposed investment in Compaq.
