Employment fell 40,000 with retail trade employment (down 39,000) the major factor explaining the disappointment.
An increase in the unemployment rate was expected at some point.
Employment growth at this phase of the recovery is very reminiscent of job growth in the early phase of the 1990s recovery (top graph).
Given the concerns about a possible war, regulatory risks and limited profitability gains, flat employment numbers should come as no surprise at all.
Recent gains suggest that economic growth is not likely to enter a double-dip period.
As seen in the graph, wage inflation typically declines in the early phase of an economic recovery as we saw in the 1991-1992 period.
1996 exit As welfare caseloads fall and provisions of welfare reform are implemented in state and local welfare offices, there is a growing interest in families and individuals who leave the welfare rolls.
However, welfare caseloads have always been dynamic, with families entering and leaving assistance programs each month.
More than 40 percent remained employed all four quarters.
Generally, with respect to employment, women exiting cash assistance in quarter 3, 1996 did become employed in large numbers with less than 30% never working in covered employment during the subsequent year.
Also, the study excludes assistance groups without children or AG's in which some or all of the children did not exit along with the adult.

Information on workers in four alternative employment arrangements was collected in the February 1997 Current Population Survey (CPS) and compared with similar information obtained in the February 1995 CPS.
The proportion of workers in the various alternative arrangements was unchanged between 1995 and 1997.
This report covers demographic and job characteristics, earnings, and benefits of workers in each alternative arrangement and compares them with workers in traditional arrangements.
In February 1997, there were 2 million on-call workers.
A majority of temps had at least 1 year of college----but fewer had a college degree, compared with traditional workers (22 percent and 30 percent, respectively).

Employment growth was much stronger in the rural West between 1985 and 1995 than it was in all U.S. rural areas and in the United States as a whole.
Counties adjacent to metro areas grew more rapidly than those not adjacent, with employment gains led by health services, producer services, and retailing.
However, history teaches us that trends are never stable---the geography of economic development in the rural West in the late 1990's must also be documented.
In doing so, it will be important to simultaneously track changes in nonearnings income, the growth of nonfarm proprietors' income, and characteristics of migrants in order to have a more complete understanding of the forces shaping the rural West.

Theoretically of interest is whether in contemporary metropolitan areas a primary nucleus, as well as other smaller nuclei, can be clearly delineated and whether their relationships in a network can be meaningfully examined.
In several officially-defined metropolitan areas in the United States, including Chicago, data on employment and commuting from the 1990 census were assigned to every traffic analysis zones (TAZs), specially defined subareas.
For these TAZs, the employment-residence (ER) ratio -- the ratio of the number of workers working in the TAZ to the number workers residing in the TAZ -- was calculated to determine the extent that the TAZ was more an employment area than a residential area.

Academic Training is employment in the field of your academic program in the United States.
The maximum length of time allowed for both pre- and post-completion Academic Training authorization is either 18 months or the number of months you are a full-time student, whichever is shorter (unless the employment is required in order for you to graduate or you are receiving a Ph.D., in which case you are eligible for 36 months of Academic Training).

welfare, employment, barriers, recipients, serve, TANF, WES.
The sharp drop in welfare caseloads following the implementation of the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) has led to a proliferation of "leaver" studies analyzing how families leaving welfare have fared.
The methodologies of these studies have varied, but most have found that employment rates of former recipients range between 50 and 70 percent.1 The falling welfare rolls have also caused researchers, policymakers, and front-line service delivery staff to focus on those remaining on the caseload, the "stayers."
These activities are typical of "work first" programs that have been implemented nationwide in recent years.
Most welfare agencies also have experience determining the extent to which education, child care, and transportation are barriers to employment and have the resources to address these problems.

County jobs, employment and labor force projections were prepared by the Center for Business and Economic Forecasting, Inc. (CBEF) in cooperation with the Colorado Divisions of Local Government's (CDLG) Demography Section.
The process involved preparing estimates of labor demand and supply and then bringing these two elements into balance.
The first step in the demand forecast consisted of preparation of a forecast for the state of Colorado.
The forecast was generated by CBEF's econometric model of the Colorado economy and was based on the 25-year US forecast prepared by DRI-WEFA.
Within each region ES202+ employment and jobs adjusted were distributed among its counties.
Residence Adjustment- The 1999 estimates were projected forward based on changes in state residence adjustment.

When the dollar appreciates, a decline in the competitiveness of U.S. producers may force job loss and churning, and lead to reduced worker earnings.
Conversely, when the dollar weakens, the demand for workers by exposed sectors may increase, and employment and earnings may expand.
Industry-level data used in prior studies has the disadvantage of understating job turnover to the extent that workers change jobs voluntarily or involuntarily without changing their industry of employment or physically moving across state lines.
Second, observations with imputed earnings in either sample year were eliminated.
Third, workers were eliminated from the sample if their earnings fell into either the top or bottom 1.5 percent of the earnings distribution in either survey year.

Meanwhile, the great American job machine has gone into reverse, as private sector payrolls have contracted by 766,000 jobs since March 2001.
Although the first two qurters of 2001 do not reflect the economy's more recent downturn, the seeds of recession are clearly evident in wage, employment, and unemployment trends at this earlier stage.
The least-skilled workers, specifically those who are young and have at most a high-school degree, are especially vulnerable to a slowdown in the economy's growth.
In fact, evidence of the slowdown is quite clear for this group, particularly for males, whose employment rates fell faster than the overall rate.
