Two contradictions have become apparent in today's global labour market.
First, while the globalization of the labour market has brought new types of employment for groups that were traditionally excluded from paid corporate work, it has also brought new forms of exploitation, while older forms of discrimination in employment persist.
Second, at a time when government's role in protecting vulnerable and exploited workers is most needed, and when policy development has advanced to a point where such protection is more feasible than ever before, we have seen governments retreat from the field.
Progressive policy development to protect workers against employment discrimination is evident in recent positive action or employment equity legislation in South Africa and Northern Ireland, as well as initiatives in the European Union.

Hence it comes as no surprise that labor productivity, income, and economic growth have reached all-time highs.
The Federal budget projected deficit for FY 2000 of $204 billion became a record surplus of $237 billion.1 These and other changes examined in the Calvert-Henderson Employment Indicator encourage an expanded view of work and workplaces and an inquiry into how recent changes impact individuals and the broader society.
As the economy grew in the 1990s, the percent of workers who were unemployed because they lost their jobs (e.g., due to layoffs and firings) fell from 56 to 44 percent.

This paper examines the impact of changes in manufacturing employment on livingwage employment outcomes for less-educated adult males in 97 of the nation's largest metropolitan areas between 1980 and 1990.
First, productivity was generally higher in the manufacturing sector than other sectors of the economy.
The ratio is calculated for the entire sample of adult males in all 99 metropolitan areas.
When race and ethnicity are used to decompose employment figures, we see a very similar story.
However, manufacturing employment increased faster for less-educated adult African-American and Latino males than for similar non-Hispanic whites (see figure 3).

However, history teaches us that trends are never stable---the geography of economic development in the rural West in the late 1990's must also be documented.
In doing so, it will be important to simultaneously track changes in nonearnings income, the growth of nonfarm proprietors' income, and characteristics of migrants in order to have a more complete understanding of the forces shaping the rural West.
