REP-EUemplsocpol-2000
The European Employment Strategy, launched in 1997, is firmly under way, with the ambitious aim of providing European citizens with more and better jobs.
Across the EU, employment and social policy reflect the conviction that we need strong competition between companies to improve productivity and growth, but that we also need strong solidarity between citizens to improve the conditions which generate a cohesive and inclusive society.
The European Commission's White Paper Growth, competitiveness, employment provoked intense discussion from 1993 onwards on how the EU could ensure sustainable jobs and better opportunities for disadvantaged jobseekers.
At the 1997 Luxembourg summit, the European Heads of State or Government adopted the first ever set of 'employment guidelines', with the aim of developing a more active labour market policy than in the past.

Feb. 2001 Background: (Note: the highlights are presented in summary form at end of this document.) Since 1990, the Faculty of Social Work has surveyed the employment patterns of graduates.
Table I was generated by examination of all responses to the variables employing agency and job title and then categorized into a setting.
Note: The listings in Table I -- III are rank order according totals.
The large majority of our graduates are working in line positions, particularly if case management is considered a line position.
However, as expected, more MSW grads (31%) are working in managerial/program coordinator/supervisory positions than BSW (about 12%) grads.

Access to quality employment is an essential avenue for achieving sustainable liveliehoods.
This is reflected in the low labour force participation rates of poor people and the quality of jobs which they occupy.
Both are individual rather than household poverty lines and therefore reveal whether the earnings of an individual from selfemployment are sufficient to support that individual at a level above poverty.
Using the narrow definition of unemployment, (i.e., the number of of people who are not working and actively looking for work divided by all employed and those actively looking for work) oscillated between 13% and 20% in three recent three household surveys.

Net national employment impacts from water heater efficiency standards are defined as net jobs created or eliminated in the general economy as a consequence of: (1) reduced spending by end users on energy (electricity, gas, oil, and LPG); (2) reduced spending on new investment or capacity by energy companies; (3) increased spending on the purchase of new water heaters; (4) increased spending on the installation of new water heaters; and (5) the associated indirect effects of those four factors throughout the national economy.
These trial standard levels are discussed in greater detail in the analyses of Shipments (Chapter 11) and National Energy Impacts (Chapter 12).

Last year, The Annie E. Casey Foundation contracted with Abt Associates Inc. to conduct a 12-month study of employment programs in the Foundation-funded Jobs Initiative as well as a few innovative employment programs that are not in the Jobs Initiative.
Of those for whom sufficient time had passed for placement to occur, (meaning they were "eligible" for placement") 63% were placed in jobs.
Average costs were calculated for specific activities per successful completion by a single program participant.

While losses were spread throughout the industries, Construction and Services accounted for most of the decline in employment, losing 2,500 and 2,100 jobs, respectively.
Government and Retail Trade were the only industries to add jobs over the month; combined, they added 1,900 workers to November payrolls.
The new mall accounted for approximately 35% of the unadjusted increase, adding 2,800 jobs to the industry.
Even with Colorado's over-the-month decline in total nonagricultural employment, the annual growth rate continued to improve for the fourth straight month, climbing from --1.7% in October to --1.6% in November.
The entire loss came from Durable Goods, which reduced payrolls by 1,300 positions.

In 161 over the phone interviews, CJ practitioners were asked to identify and describe barriers to employment faced by a randomly selected member of their caseload with whom they had at least two months of contact.
The 150-question survey covered 25 specific barriers including employment history, health and mental health issues, education level and housing.
Shifts in demographics, including changes in the prevalence of certain barriers to employment among CJ enrollees should be measured and monitored with a comprehensive data collection or MIS system.
I am very grateful to the Community Jobs practitioners across the state of Washington who gave generously of their precious time and energy to provide us with the information necessary to compile this report.

age, mothers, employment, parent, labor force, Hispanics, race/ethnicity.
Over the last three decades there has been a rise in the proportion of single parent families, and in the proportion of mothers who work regardless of marital status.17 These factors have acted to reduce the percent of children who have a parent at home full time.
Children under age 6 experienced larger increases than those ages 6-17 in this indicator from 1980 to 1994.
The child care needs of American families have been increasing over the past several decades as mothers have moved into the labor force in ever greater numbers.
Data for 1991 indicate that, for children whose mothers work full time, the most common forms of child care used were day care and preschool facilities (28 percent) followed by non-relative care in the provider's home (21 percent).
