e Grants 4 Steps
Integration of an existing grant management system with the proposed Federal Commons portal requires careful planning to ensure success.
A phased approach offers a higher probability of success for most agencies because it is less imposing than a complete overhaul of their existing system.
The goal at this level is to implement an internal electronic system that allows tracking of the legacy paper documentation, e.g. via barcodes or scanning.
Success at this level would enhance communication and tracking within the agency, while still fostering timely communication with grantees via conventional means, such as email and U.S. Mail.
Using the IAEGC guidelines, the agencies will provide the grantee community with access as the first step toward integrating with the Federal Commons portal.

Sound Transit currently has a $500 million Full Funding Grant Agreement (FFGA) pending award by the Federal Transit Administration (FTA).
The grant is directed to the Central Link Minimum Operable Segment (MOS-1) identified by the Board on November 18, 1999.
Funds for the pending Full Funding Grant Agreement are from Section 5309 discretionary funds --commonly known as "New Starts" funds -- authorized by the Transportation Equity Act for the 21st Century (TEA-21).
New Starts funds are directed exclusively for the design and construction of urban mass transit projects -- light rail, commuter rail and bus rapid transit projects.
Once FTA determines that projects are "ready" (final design underway) and Congress has completed its review, grant agreements are awarded on a first-come, first-served basis.
