After decades of indecision over rail, policy-makers now face defining choices about the future scope of the passenger rail network and its role in the transportation system.
Since 1971, Amtrak has sought to balance competing public service and commercial objectives -- most recently embodied in the "operational self-sufficiency mandate" --without adequate resources to deliver either objective fully.
Much of Amtrak's operating expense growth since 1998 has been due to growth in depreciation and debt service, with basic wage increases kept to an average of 3 percent per year; FY02 first quarter operating expenses excluding depreciation were lower than the prior year even after unanticipated security expense increases.
Amtrak's financial plan for FY02-03 supports today's national passenger rail system through FY03, and provides options for policy-makers during the upcoming reauthorization debate.

This report gives details of business grant schemes operated by Metropolitan Borough of Wirral since 1996, together with the employment benefits of those schemes.

First, our understanding that the 194 data set was the standard application for grant applications apparently is no longer "set in stone".
At a recent Research and Related (R&R) subcommittee meeting of the Inter-Agency Electronic Grants Committee (IAEGC), agency representatives commented that OMB has not given the EDI 194 transaction set approval.
