dtnrip The RIP is a grant program that provides financial assistance for permanent building and site improvements. The amount of City assistance is contingent upon meeting all of the minimum requirements (see page 4) and a number of project review criteria (see page 7.) Assistance is also contingent on the availability of funds. The City grant is a percentage of all permanent improvements and cannot exceed $150,000 per property over a five-year period. The project is consistent with the Comprehensive Plan and other existing area plans, like the Downtown Plan and East Side Plan.
