30370 NIAA Poultry Report.qxdRecurring cases of low patho-genicity avian influenza (LPAI) in the live bird marketing (LBM) sys-tem and commercial industry over the past 10 years has resulted in the development of a program to pre-vent and control the presence of this virus throughout all levels of the poultry industry. While the program is voluntary to each state, APHIS hopes that the incentives are strong enough that all states having businesses within the scope of the live bird marketing sys-tem will participate in the program. The program also pro-vides indemnification for losses resulting form LPAI for facilities that are in compliance with the pro-gram requirements, as identified in the program's Uniform Standards. Administration and enforce-ment will come from the state level. States must have requirements for licensing or registration of all busi-nesses within the live bird market system.
