2000Sep30issue The National Credit Union Administration's Office of Community Development Credit Unions has provided and will continue to provide assistance to many low-income credit unions. Intermediary Relending Program (IRP) Loans: USDA lends funds to intermediaries (credit unions) which, in turn, provide loans to borrowers who are developing business facilities or community development projects in rural areas (including cities with a population of less than 25,000).
