Legal_Reparations
http://www.unc.edu/~gsmunc/reparations/Legal_Reparations.pdf In this paper I argue that the most attractive and plausible justifications for punishment -- whether they appeal to justice and desert, or to utility and deterrence, or to moral expression and education -- all actually recommend a system of legal reparations that is distinct from, and in crucial respects preferable to, a system of punishment. Yet reparations rejects the idea, central to standard treatment proposals, that (in general) criminals should be seen as patients to be healed or threats to be changed; instead it recognizes criminals as (in most cases) agents rightly held responsible for their actions.10 At the same time, though, it sees holding a person responsible as involving not the infliction of pain but the demand that he take responsibility by working (so far as he can) to make things right. Poor management of water resources has led to degradation of the environment and loss of natural resources on which people in rural and remote areas depend for livelihood. Privatisation of water has become an issue of concern in many developing countries. When Governments abdicate their responsibility to provide such basic services as water, private suppliers can engage in unregulated competition. "Water is the last infrastructure frontier for private investors." The Ecumenical Team urges the Member States to create strategies to satisfy the water needs of all, in order to prevent further water-related conflicts, both within countries and across borders. As the Metropolitan Planning Organization for six Southern California counties, pursuing and developing solutions to transportation, housing, air quality and other regional issues, SCAG has adopted a policy that ensures that environmental justice principles are integral to all planning processes. Over the course of the next year, as the 2004 Regional Transportation Plan nears completion, SCAG will be evaluating all plan alternatives to determine if implementation would result in disproportionately adverse impacts on low-income, minority, elderly or disabled populations.
