The preparation, printing and distribution of this paper has been made possible thanks to support from the Canadian International Development Agency (CIDA). Judges are limited in their ability to make decisions and rulings based on fair and informed interpretation of the law, uninhibited by political and economic pressure. Historically judiciaries throughout the region have not been transparent in their behaviour or the rulings they hand down. Execsumm There is a feeling that offenders are not held accountable for their actions, and that victims and communities have little say in the justice system. A promising road toward improvement is in a way of thinking about conflict and crime that has been captured by the modern phrase "restorative justice." Restorative justice can come in many forms, depending on the circumstances of the case, the point in the system in which a restorative option is invoked, and the traditions and preferences of the communities that adopt restorative alternatives. In general, all restorative models focus on holding the offender accountable in a more meaningful way, repairing the harm caused by the offence, reintegrating the offender into the community, and achieving a sense of healing for both the victim and the community. chapter12 Buddhism all along upheld a principle which Karl Marx declared as follows: "to vindicate the simple laws of morals and justice which ought to govern the regulations of private individuals as the rules paramount to the intercourse of nations."14 This constituted part of the Principles of Rulership which Buddhist rulers were enjoined to follow. The realisation should dawn upon us before it is too late that the proper development of society requires that "economic socialism must necessarily harmonise itself with political democracy, so that both could together provide the freedoms and liberties for the realisation of the ultimate aims of individual betterment and perfection."21 Buddhist economics and politics together, consistently applied and in conjunction with Buddhist ethics, can help uplift human society from its present predicament. Economic_Justice The level of security and satisfaction provided to the people further measures such impact. It is not surprising therefore, that the main focus of the economy under capitalism is the increase in the national production (GDP and GNP). Conclusion: Capitalism superbly increases the production of products and services, and hence wealth. This lecture makes a definite distinction between the system of economy and the science of economy. The economic policy in Islam aims at securing the complete satisfaction of all basic needs for every individual, and to enable each individual to satisfy his luxuries as much as he can, as a person living in a particular society, which has a certain way of life. justiceforallreport The first-ever study of its kind, this report chronicles the experiences of , gay, biual and transgendered (LGBT) youth in the New York1 juvenile justice system (hereafter, "the juvenile justice system" or "the system"). This report combines existing social science research and personal interviews with juvenile justice professionals and LGBT youth and reveals that the system is plagued by discrimination and bias against LGBT youth. While the focus of this report is the juvenile justice system in New York, the issues faced by LGBT youth in the system and the recommendations for meeting their needs are not limited to the specific conditions of this region. scoreboard_30oct01_en It presents in detail the many objectives and deadlines set by Tampere; the instruments needed to achieve them; the responsibilities attributed in each case by Tampere to get the process started, progressed and completed; and where the next move must come from if the momentum created by Tampere is to be maintained. This immediately pre-Laeken edition of the "Scoreboard", however, also provides the occasion to extend the analysis beyond the purely mechanical measuring of progress in terms of the tabling and adoption (or non-adoption) of the various instruments needed. International developments since Tampere have demonstrated the wisdom of the European Council's call for strengthening the Union's external action on Justice and Home Affairs. 070203_InnovationProgram http://acjc.state.az.us/pubs/home/070203_InnovationProgram.pdf Innovation Awards program sponsored by the Arizona Criminal Justice Commission.
