The purpose of this chapter is to establish standards for landscaping, buffering,
and screening of land use within Tigard in order to enhance the aesthetic
environmental quality of the City: 4. By using trees and other landscapingmaterials
to mitigate the effects of the sun, wind, noise and lack of privacy by the
provision of buffering and screening. The provisions of this chapter shall
apply to all development including the construction of new structures, remodeling
of existing structures where the landscapingis nonconforming (Section 18.760.040.C),
and to a change of use which results in the need for increased on-site parking
or loading requirements or which changes the access requirements. 3. In
lieu of these standards, a detailed buffer area landscapingand screening
plan may be submitted for the Director's approval as an alternative to the
buffer
The Guidelines for Landscapingwith Compost-Amended Soils provide direction
for the incorporation of compost as a soil amendment prior to vegetation
establishment. Turf establishment was focused on because most landscapesin
these urban and suburban areas primarily consist of turf. Although these
guidelines specifically address soil amending for turf establishment, other
landscapingvegetation would benefit from these procedures. The seasonal
conditions apparent at the onset of landscapingwork will determine if the
desired lawn installation schedule can be maintained. Retrofitting existing
lawns allows more flexibility to the landscapepractitioner because the site
is not subjected to the same time constraints discussed above for new development.
Since the addition of gypsum does not present any negative side effects,
its utilization is at the discretion
A. Enhance the aesthetic appearance of the City by providing standards related
to the quality and functional aspects of landscaping; B. Increase the compatibility
between abutting land uses and public rights-of-way by providing landscapescreening
and buffers; and C. Provide for the conservation and protection of water
resources through the efficient use of water, appropriate use of plant materials
suitable for climate and location, and regular maintenance of landscapedareas.

by the City shall provide and maintain landscapingin compliance with the
provisions of this Division. If existing physical constraints on the site,
(e.g., structures, parking, circulation, etc.) limit the amount of landscapingthat
can be provided when there is an addition or change to the existing use,

A great many people seeking land-scaping inspiration tend to overlook the
actual style of their home. Certainly one of the most commonly found designs
in our older, post-war communities is the so-called brick colonial, often
complete with ye olde garage and driveway. These modern "colonials" typically
feature an inde-terminate landscapeof lawns and azaleas rather than anything
which might be considered truly Colonial, and perhaps better suited to the
home and its setting. Of course, there is a world of design opportunity
and choice contained in the simple word "colonial," ranging from Colonial
Williamsburg and Mount Vernon, with formal garden areas which might be a
tight squeeze in Bethesda, to the more rustic living history sites found
at the National Colonial Farm in Accokeek or Claude Moore Colonial Farm
in Virginia. Chances are that most landscapingbudgets will

SHRUBS & SMALL TREES Native shrubs and understory trees (like dogwood
and redbud) may be inserted in yards which have established trees. Reasons
to use natives include: Why are native shrubs overlooked: < tradition
of using non-native trees and shrubs in landscaping< the desire and tradition
to have the showiest plants < native shrubs not as accessible. < Ozark
witchhazel blooms in January-February while eastern witchhazel blooms in
November--the twigs were used for witching for water and it takes 2 years
from flower to fruit < shrubby St. John's wort -a multi-branched moisture
but remember only the female plants have berries < American holly -also
native but MO is at the north edge of its range < eastern red cedar -provides
winter shelter for birds--one of three native evergreens in MO < spice
bush -an understory tree that can withstand moist conditions--yellow

The employees of Erickson would report to work at a maintenance garage,
where a time clock was kept. After clocking in, the employees would leave
in company trucks to the various landscapingjobs. After completing their
work, the employees would return to the garage, clock out, and leave in
their personal vehicles. Some of the employees at Erickson did not have
automobiles or driver's licenses and would ride to and from work with other
employees. Wayne Erickson, Erickson's owner, approved and encouraged these
transportation arrangements. On the day in question, Saldana claims he was
planning on giving Ramon Masias, another employee, a ride home. Although
this was not the usual arrangement, Saldana stated they were planning on
going shopping for car stereo equipment after work.
The City of Dublin is noted for its quality of public service and maintenance
of an attractive appearance throughout its neighborhoods. In 2002, the City
Council appointed an Appearance Code Committee to determine ways to preserve
and protect the attractiveness of existing and future neighborhoods. The
Committee, composed of representatives of the Building Industry Association,
City Council, Planning and Zoning Commission, and local architects arrived
at findings and recommendations. After substantial public discussion, new
standards were adopted into the Development Code to improve landscapingstandards
for trees on public and private property, as well as to adopt minimum architectural
standards for new houses and expansions to existing houses. What are the
new landscapingrequirements? Dublin previously required landscapinginside
