In 1987, the City Council adopted a policy of landscaping public right-of-way areas including street medians, curbside planter strips, embankments, surplus right-of-way, and setback areas, as new streets are constructed. Prior to that time, landscaping was not routinely planted at the time streets were constructed or widened. Consequently, there are existing areas within the right-of-way that are not landscaped, most of which are medians. The program will fund the planning, engineering, and construction of landscaped medians, curbside planter strips, and gateway features on the City's commercial and neighborhood corridors. In May 2000, City Council adopted streetscape standards for new right-of-way landscaping. It is important to recognize that Xeriscape landscaping is a set of design and maintenance principles which promote good horticultural practice and the economic and efficient use of water. Some of the most applicable regulatory tools available to governments include overlay zones, performance standards, and landscape regulations. One example of a regulatory approach is the review of the landscape requirements of existing zoning classifications to determine how well they provide for the community's water conservation program. Once a local government has decided to enact an ordinance requiring the use of efficient landscaping, it will need to formulate an

This soil- and plant-based technology has the potential to enhance the quality of downstream water bodies by reducing the levels of nutrients and pollutants, such as oil and grease, from stormwater. By temporarily storing runoff and slowly releasing treated water, bioretention also provides some control of the volume of stormwater runoff. In addition to providing stormwater management,

The word "xeriscape" means landscaping that reduces the need for water. The same is true for outdoor plants with which we landscape our houses, schools, and other buildings. Considering that we often use utility water (for which we pay) to water our landscapes, it makes sense both practically and economically to choose plants that are adapted to our locales' normal rainfall and temperature ranges. In arid areas, it is very important that people not use too much water for landscapes filled with thirsty shrubbery, lawns, and flowers. In those areas, it is especially important that landscapers choose plants that thrive without a lot of watering. Term a way of landscaping that reduces the need for water. B. The impacts of daily landscape decisions reach far beyond individual property lines. By better managing the landscapes that we are responsible for, whether it is our backyards at home, school, or work, we can all make positive contributions to the habitats around us, the wildlife that they support, and to water quality in the region. The conservation landscaping approach to lawn and garden management works with nature to reduce pollution and enhance wildlife habitat. Conservation landscaping requires that you give some thought to your lawn and garden care, including the amount of fertilizer and pesticides you use, the size of your manicured lawn area, and the use of native plants. Why is it important to practiceConservation Landscaping? By practicing conservation landscaping you will be: Replacing habitat and creating new habitat for wildlife that has

These days, home exteri-ors are showing as much style as their interiors, says Charlie Nardozzi, horticul-turist for the National Gardening Association. "People are looking at their garden as an exten-sion of their home," he said. "It's become a personal expression of their own style." Like any slave to style, gardens and landscapes are in step with the latest trends. This season's chic? Whether it's design, care or color, simplicity is the theme local garden and landscape retailers are see-ing. Flower bed be gone Nowhere is simplicity more apparent than in the clamor for containers. Second only to water gar-dening, container gardening is the fastest-growing trend in the nation and with an 18.7 percent annual growth rate over the last five years, one in every four gardeners rely on containers today, said Nardozzi.

(March 16, 2003) - The majority of Portland homeowners are not expecting to move this year due to reasons they cite as good schools and convenient commutes. However, many would like to undertake home improvements as a way of increasing the value of their current homes, says a recent survey from Champion MortgageŽ, one of the nation's leading retail home equity lenders. The survey revealed that among all Portland homeowners, renovating the kitchen and updating the landscaping are improvements they would most like to make to their current homes. Both men and women in Portland would most like to redo their kitchens, while men would most like to redo the landscape, followed by building a deck or patio. Portland residents estimate that their dream home improvements would cost an average of $9,410. This is significantly less than the national estimate of $10,240.
