Winter Wind Protection Protecting your home from winter wind can help
conserve energy by reducing the rate of air exchange between the house
and the outdoors. Reducing the rate of air exchange will reduce the amount
of fuel needed to warm the house. What is a windbreak? The use of windbreaks--a
way of planting trees gen-erally consisting of rows of evergreen trees--is
one way to diminish the effects of winter winds. Windbreaks do not actually
divert all of the wind that reaches them. Some wind penetrates the windbreak,
but this is actually beneficial and makes the windbreak more effective.
When a windbreak is 100% effective--when no wind penetrates it--a great
deal of turbulence is cre-ated on the leeward side (back side) of the
windbreak on windy days.
While that statement is generally true, I was reminded by a NISH team member
who uses a wheelchair, that even technology doesn't always "make things
possible" unless it is implemented by people who demonstrate an understanding
of the needs of people with disabilities. Responding to the chal-lenges
faced by the federal cus-tomer, Heaney said he thinks the top challenges
facing CRPs that provide landscapingand grounds maintenance services are
competitive pricing and quality. Heaney pointed out there is a lot to be
gained by a federal agency that contracts with a CRP for grounds mainte-nance

IN (INSTITUTIONAL), AND E-O (EMPLOYMENT OFFICE) ZONES; AND FOR OTHER PURPOSES.
The Commission of Athens-Clarke County, Georgia hereby ordains as follows:
SECTION 1. Section 9-25-8, entitled "Site Design Standards," paragraph C,
entitled "Residential Design Standards for RM (Mixed Density), C (Commercial),
IN (Institutional), and E-O (Employment Office) Zones, of the Code of Athens-Clarke
County is hereby amended by adding a subpart (2) thereto as follows: "2.
Public sidewalks shall be provided adjacent to a public right-of-way along
the street frontage in accordance with Athens-Clarke County Transportation
and Public Works standards." SECTION 2.
