I examine the relatively rapid adoption of state lotteries over the past 30 years within a public choice context to determine why some states implement lotteries and others do not.
Without trying to explain why people gamble, I argue that legislatures use the lottery to tax federal welfare benefits, and not the poor per se.
Second, legislatures use lotteries to maximize revenue and are most likely to adopt them when expected revenue is high and costs (political and transaction) are low (Jackson, Saurman, and Shughart II 1994).
Third, states use lotteries to shift the tax burden from high income voters to the poor (Martin and Yandle 1990).
This paper takes a slightly different stand on poverty by contending that states adopt lotteries, in part, to tax federal transfers to the poor.
