In Vietnam, about fifty percent of ten million rural households lack access to electricity.
Some of these households can be effectively and economically served by decentralized renewable energy sources.

To ensure that coal-based systems meet these expectations, the Clean Coal Technology (CCT) Program and other Department of Energy (DOE) fossil energy research and development programs seek to develop more efficient, cleaner coal-use technologies.
Improved nitrogen oxide (NOx) and sulfur dioxide (SO2) control technologies have moved into the utility and industrial marketplace and now provide cost-effective regulatory compliance.

As discussed below, the DOE coal-based research program related to large-scale power generation is estimated to provide over $100 billion in benefits to the U.S. economy through 2020 at a cost to the Federal budget of less than $4 billion.

The exemption provided by this subparagraph shall be limited to the acquisition of equipment used in a project to make it operational up to the point of interconnection with an existing transmission grid including wind turbines, generating equipment, control and monitoring systems, power lines, substation equipment, lighting, fencing, pipes and other equipment for locating underground power lines and poles.
The exemption shall not apply to tools and other equipment used in construction of a new facility, contracted services required for construction and routine maintenance activities and equipment utilized or acquired after the project is operational.

This paper summarizes some major recent empirical studies on export market penetration and policy issues regarding renewable energy technologies (RETs) undertaken in Germany and Switzerland, that are yet unpublished in the English literature.
Particularly, it reflects on Germany's and Switzerland's RET exports and imports over the period 1990--2001, and provides some explanations of the historical development -- based on the specific national boundary conditions.
The promotion of exports should be more focused and coordinated than under the previous regulation, and rests on the three pillars (i) information provision; (ii) counselling; and (iii) marketing abroad.
The annual public Swiss export promotion budget of CHF 13.6 million is still very modest, compared to that, say, of Germany (CHF 200 million) or The Netherlands (CHF 45 million).

The purpose of this report is to examine the non-technical and institutional challenges faced by an agriculturally-based advanced conversion technology research and development venture.
Evaluation of lessons learned from nearly 6 years of experience with the Minnesota Agri-Power (MAP) Project will serve to illustrate the major barriers.
These lessons include those related to feedstock supply and related agreements, conversion technology development, and a group of non-technical and institutional barriers related to contracts, business structure, regulatory procedures, and environmental regulations.
Third, we describe in general terms with specific implication to the MAP project, the role of the National Environmental Policy Act (NEPA) in the renewable energy marketplace.
