To implement the WIPO copyright treaty (1996). Extends protection for European authors in a global market. To encourage investment in creativity and protect jobs. We want to achieve some degree of harmonisation i.e. library exceptions are implemented in each country and are interpreted in similar ways. all the exceptions are subject to Article 5.5 i.e. three step test. do not prejudice the legitimate interests of the rightholder. How to maintain services in the digital environment? but what if this is not permitted by legislation?? Ministerial consultation underway in most countries e.g. Dutch ministry of justice http://www. Remarkably, once the network has found the relevant structure it does not drift from it: LSTM is able to play the blues with good timing and proper structure as long as one is willing to listen. The most relevant previous research is that of Mozer (1994), who did note-by-note composition of single-voice melodies accompanied by chords. Once learning has been stopped, the network is started with a seed note or series of notes and then allowed to compose freely. The goal of the study was to see if LSTM could learn chord structure and melody structure and then use that structure to advantage when composing new songs.

There are many associations devoted to the furtherance of particular instruments or musical traditions, but not one of these appears to be seized yet of the problems that could be caused by an illinformed harmonisation of the rules for collecting societies. Neil Dickie, one of the prominent composers of my own generation (and a former piper in my school band) has written that provided a band or school owns one copy of his book, that's enough; they are welcome to photocopy tunes for practice. Governments have granted monopolies to collecting societies in order to meet social goals -- boosting creativity to socially optimal levels, as an IP economist would put it -- and these goals require schools to be treated differently from large rock bands.

The National Music Collection (see http://www.nb.no/html/norsk_musikksamling.html) is the largest and most comprehensive music library in Norway, and offers reference facilities and loan services to both individual and institutional users.2 Since music by nature is international, there is a need to supplement the national collections with relevant, foreign works on music. Her work there includes having administrative responsibility for the Norwegian National Bibliography, the Norwegian Union Catalogue, retrospective and current cataloguing, development and publication of bibliographic services, standards, and tools for the library community in Norway. During the last few years, however, more effort has been put into identifying publishers of contemporary genres. All the scores referred to can be found in the library's collection. In addition, Nornoter offers location codes for some sixty Norwegian libraries with music collections.

Taking advantage of a revolutionary process that allows for exact copying, "pirates" are replicating songs at a tremendous rate--on the order of a million copies a year. Indeed, until the 1770s music was conventionally regarded as lying beyond the purview of copyright altogether, so publishers sold unauthorized reprints freely.3 By the late nineteenth century, legislation had eliminated that kind of freedom. Their inside knowledge had in the end only helped them become better pirates. But the greatest problem was that the seizures were proving far more inconvenient to the police than they were damaging to the pirates. But they did require music that they could afford, and this the traditional industry failed to supply.
